Additionally, there was no name of a bride on the marriage record, so presumably that record was for another individual named Frank Rohrer in the Portland area at the time.

An Oregonian search turns up a marriage licence for Frank Rohrer and Mary Kohler on 23 Jul 1916.

[NF204] His daughter, Margaret, had always thought that her parents were never married, however she found a small book that her mother used to keep birthdays in. In the book it was written that Vera and Jack (sic) were married on 30 Dec 1923. Somebody took a different colored pen and tried to make the 3 a 1 (unclear if it was the 3 in '30' or in '1923'). Their son, Bill, was born 6 months prior to that date, suggesting that they did not "officially" get married as that would have exposed their unmarried status at the birth of their son. No marriage certificate or wedding pictures have ever been found.

I remember I always had trouble finding their family in records, and had to wait until the 1940 census came out before I could then go back and locate them in the 1930. The 1930 census says that both John and Vera had immigrated in 1923 and that they had gotten married when they were 32 and 18, or about 1923. The 1940 census did not record any information about years of immigration or marriage. John Miller cannot be found in the 1920 census, so presumably he was in Canada at that time, or he is just lost amongst the hundreds of other John Millers living in Michigan that come up in the search. Generally speaking, when you search for somebody with the details about them that we have, they tend to stick out at the top of the search results, and that's not happening in this case, so it is safe to assume that he was out of the country.

Interestingly enough, John had registered for the WWI draft in 1917 in Detroit, MI, where he claimed to have been a naturalized citizen of the United States. What do we then make of that 1923 immigration date then? You can't immigrate twice, unless the date given to the census worker was maybe a lie to match that of his wife? The census doesn't go into any detail of where the marriage took place, and I cannot find a marriage record in the Oregon marriage index, and I don't have access to Canadian records to check there.

There is a John Miller in the Oregon marriage index who got married on 30 June 1923 in Washington County, but there is no corresponding record for Vera Rand (the Oregon index is basically an alphabetical list of single names with dates attached to them, instead of a more sensible list of couples with dates, so you have to search for each name individually, annoying), so it's hard to conclude that this is who we're looking for. Michigan does not have a marriage index for the time period we're interested in.

So barring any further evidence, it is my conclusion that either they got married in Canada or some other border state in 1923, or they never got married. I do have to wonder about the discrepancy with the draft registration in 1917, unless there's some kind of distinction between immigration and being a naturalized citizen that I'm just not aware of. It does look strange though that they claimed to have immigrated together (perhaps to imply to the census taker that they got married when they, or more accurately, she, immigrated) when he had already been naturalized at an earlier date.
